Activity of Local Administration on the Matter of Population of Yakuts (End of the XVIIIth c. – 1860s)

Abstract

For the first time in Historiography the article provides description of certain activity of local administration of Yakutia within demography issues. The period described covers more than 50 years, starting from the end of the XVIIIth c., when demographic processes in Russia acquired proper importance in domestic policy. It considers the legislation of the Russian empire on the matter of population of the non-Russians. It describes the local administration authorities which were in charge of population issues such as population accounting, demography analysis, measures against mortality and so on. The local administration activity is illustrated with some examples, including self-government of the non-Russians.
