Abstract
Irkutsk city Duma took an active part in the formation of the State University, seeking with its help not only to promote the development of higher education in Eastern Siberia, but also through various courses to raise the level of quality of municipal employees and specialists of urban economy. The publication contains archival materials testifying attempts to create higher Siberian cooperative-municipal courses at the University in 1919. The texts provide details on the organization of courses, active participation of Duma leadership and specialists of the faculty of law of Irkutsk State University.
