Russia established foreign trade contacts in the eastern peripheries (Transbaikal region) in two stages: 1) the initial stage (1658–1689) lasted from the construction of Nerchinsk Ostrog to the implementation of the state regulatory policy in trade relations with China through the Treaty of Nerchinsk 2) the organizational stage (1689–1800) lasted from the privately-owned uncontrolled trade to the monopoly imposed by the metropolitan first-rate merchants that led to international conflicts with Chinese partners and trade cancellation for many years. Only with the abolition of the state monopoly and high customs duties a free international economic zone was opened in Kyakhta that provided conditions for expansion of foreign trade when it started to flourish in 1800–1900.
