The article considers reorganization of local self-government entailed by implementation of new legislative acts in Kazakh area in the first half of the XIXth century that facilitated integration of the local indigenous population into the overall Empire space. The author studies such normative documents as “Statute on the Siberian Kyrgyz people” (1822), “Regu-lations on separate governing of Kyrgyz people in Siberia” (1838), and “Regulations on gov-erning of Semipalatinsk region” (1854), introduced in the Kazakh nomad territories of the Middle zhuz that occupied a part of the West-Siberian Governorate General. Those normative documents were implemented in the context of integration of the local indigenous population into Inmperial Russia.
