Council of Central Board Administration of East Siberia during Years 1822–1887: the Reasons and Conditions of Origin

Abstract
This article is devoted to study Siberian reforms of 1822, to analyse the reasons of appearance of Council of Central board Administration of East Siberia. The changes of this idea were examined attentively the conditions of central board administration beginning with Speranskiy's plans. He wanted to transform Siberian Region. They were much discussed, The first Siberian Committee edited these plans and by the end of the 22nd of June 1822 they were confirmed.
