Reform of the Municipal Public Administration of 1870 in Siberia

Abstract

Based on the previously unknown documents from the State archives and pre-revolutionary legislation, the article comprehensively considers urban self-government in Siberia during the period of reforms of the sixties and seventies of the XIXth century. Special attention was given to the structure and legal issues of the activities of self-government and its interaction with the local administrative and police authorities. The author concludes that the powers of the administrative and police authorities in the region had their own features and were much wider than in the central provinces of the Russian Empire because Zemstvo Reform of 1864 was not spread in the territory of Siberia so far.
