City Public Administration in the 60-s of the XIXth Century: Communication of the Government with Regions (by the Example of Irkutsk)

Abstract
The article discusses the government's views on the city public governance in the 60-s of the XIXth century. The author analyzes the «Program for considerations on the improvement of the city administration» that circulated in the Russian Empire cities. The author highlights the regional approach of the Program. Whereas Irkutsk Commission supported the City Duma's independence from the administration and opposed property status.
