Jewish Community in Transbaikalia: Peculiarities of the Regional Self-Government

Abstract
Despite some legislative peculiarities were revealed in Siberia towards Jewish population, local self-government in the Jewish community was formed regarding general tendencies. Communities were administrated by ecclesiastical councils that consisted of a churchwarden, a scholarly Jew, who explained religious doctrine, and a provisor, though the Ministry of Internal Affairs was uptight about ecclesiastical councils beyond the Urals. At the turn of the XIXth–XXth centuries under the new regulations on establishment of Jewish prayer houses in Siberia, ecclesiastical councils were replaced by the facilities administrations. Whereas community self-government in Transbaikalia was characterized by some peculiarities: there were not long lasted conflicts as almost obligatory stage in community development, difficulties in formation of local self-government due to a large proportion of illiterate people, late establishment of the community self-government and its retarded development.
