«Energy» Concept as a Basis for the New Energy Policy

Abstract
In the modern world the ownership of energy has become prerequisite for development, growth and preservation for the state. However, the energy policy aimed at receiving energy resources needs modernization, as its current state leads to a large number of serious problems in energy area and other fields. This article considers the concept of «energy». The author highlights the term interpretation which might enable to resolve current problems concerned energy.
