The article concerns the development of the market-based policy in the East Siberian railroad transport system in 1985-1990. By analyzing the archive documents, the author concludes that during the 12th five-year industrial plan the railroad management approach hindered the railroad development and forbade the workers from getting independent earnings. Moreover, the government could not provide the living standards to the workers and proved to be incompetent in funding the railroad complex.
