The Regional Model of Power in the System of General Education in Eastern Siberia of the Imperial Period

Abstract
The article deals with the problem of the forming of the regional model of power in Eastern Siberia’s sphere of general education. Historiographic analysis showed the insufficient knowledge of the problem within the region in the pre-revolutionary publications and the absence of the multy-method research of the modern authors. For the investigative purpose the author makes an attempt to study the process of the forming of the regional model of power in the context of the national system of the District Department of Education in the imperial period. The author defines the structure of the regional model, peculiarities of its formation, its characteristic features, the extent of the influence of the geological position of Eastern Siberia on the development of regional authorities, using the look back analysis, the system-oriented approach, the comparative historical method. It is defined that the considerable remoteness of the Empire’s eastern suburb from the central authorities caused slow rates of the development of the system of education in the region. On the basis of the analysis of archival documents it is determined that the introduction of the position of a superintendent caused the tendency of the formation of the regional model of the education authority. It is noted by the author that the change of the political course in the second quarter of the XIX century caused not only the isolation of the education authority in Eastern Siberia but also its removal in the imperial District Department of Education. Comparing the post-reform education system in the Central Russia and its eastern outskirts, the author points out that the realization of the outskirts reform was carried out belatedly with the limited public participation. The formation period of the structural elements of the regional authority model took long time. At the second decade of the XX century, remaining isolated from the national District Department of Education in Russia, the model consisted of the Main Administration of the civil educational institutions, three directorates and 21inspectorial districts. Summing it up, the author draws the conclusion that the role of the territorial factor on the authority system’ efficiency is great. Also the special approach to the formation of the regional authority model in Eastern Siberia’s sphere of general education is pointed out.
