«Above the Fray»: Position of Authorities in Conflicts between Migrants and Old-Timers in the Course of the Great Siberian Migration

Abstract
Despite the evident breach of laws by peasant migrants to Siberia, the authorities would not reveal inclination to intervene the conflicts. The authorities in the person of governor would reserve the right to have its own truth for each of the sides and would offer peasants the opportunity to struggle for their interests within certain limits. This conclusion alters significantly the image of the pre-revolutionary Russia as a country of compulsion and unfreedom, controlled from top to bottom by the police.
