Abstract
The article reveals the Decembrists' governmental policy and activity in the first quarter of the XIXth c. as preconditions for civil society formation in Siberia. Factors of civil society development are considered to be public education, the printed media, library science, charity, as well as public activity in the second half of the XIXth c.
