The article considers the problem of conflict in ruling groups of tsarist Russia regarding the land-utilization reform in Trans-Baikal in late XIX c. – early XX c. The article examines the reform's background, the State-Secretary A. N. Kulomzin's commission activity, the viewpoints of ministries, the Establishment and the local authorities.
