Abstract
The article deals with the “Siberian issue” in administrative policy of the Russian Empire by the example of Yakut region at the end of the XIXth – the early XXth centuries. The authors give general setting of the region, specify its ethnic factor, its position in social and economics processes. The governance model of the Governor V. N. Skrypitsyn is characterized.
