Regional Centers of Governance in Russia (by the Example of Tomsk, Omsk and Irkutsk)

Abstract
By the example of the cities of Irkutsk, Tomsk and Omsk the author examines the history of territorial government in Russia, which has not received yet an adequate coverage in historiography. The article examines formation of the system of regional centers of government, in which territorial institutions of central government - ministries and departments - were concentrated. In Siberia, Omsk, Tomsk, and Irkutsk can be considered such centers.
