Abstract
The article discusses models of relationship between the Crown administration and the Irkutsk City Duma in the XVIIIth c.: «control», «cooperation» and «lawlessness» on the example of L. T. Nagel who was both the Governor of Irkutsk vicegerency and the military Governor of Irkutsk. It was L. T. Nagel who was in the service in Ikutsk when the reform of Paul I abolished the vicarious authority in Siberia.
