Abstract
The article considers the «Letter of Grant to the towns» of 1785 as the legal foundation of the formation of the Irkutsk municipal government in the late XVIIIth c. Besides it analysies relations of the Common Duma and the Six-voters' Duma, municipal duma's activity in agriculture.
