Siberian provincial reform of 1895 is considered in the article. This reform produced the establishment of the highest government administrative authorities (provincial departments) in the provinces of Siberia. The government transformation of the provincial executive power of Siberia performed both administrative and political challenges in the region. General Presence of the Provincial Government had to concentrate in its competence the consideration of the most important administrative issues in the provinces of Siberia on collegial principles and also had to take up the position of the most important deliberative organ under the governor. Relying on documents of the Russian State Historical Archive, the author concludes that the reform of 1895 was assigned an important role in modernization of the Siberian provincial administrative apparatus in government circles. It was especially shown in upholding branch interests by representatives of different bodies of state power and governance in region. Thereby they aspired to limit a dominant influence of power structures of the Ministry of internal Affairs in realization of regional policy and strived for strengthen the positions of representatives of their departments in the field.
