The article is devoted to one of the most difficult tasks of socialist construction –formation of the working class of the national republic. Before the revolution in Buryatia there were no developed industry, was very low number of workers, and this complicated the solution of the problem with the staff. The purpose of the study is to clarify and systematize the main sources and forms of replenishment of the ranks of workers and engineering intelligentsia of the Buryat-Mongolian ASSR. On the basis of archival materials, the author considers the problem of involving representatives of indigenous nationality – Buryats – in the production. Analysis of documents of the party organs and the experience of formation of the personnel has allowed to identify the advantages and disadvantages of speeding up labour recruitment, which had negative consequences such as turnover. The author concludes that, despite all the difficulties, during the years of the first and second five-year plans, the working class and engineering intelligentsia were formed in the republic; national personnel of industrial workers were created.
