The review focuses on the monograph of M. M. Plotnikova «The Formation and Development of Budget Policy of the Eastern Siberian Cities of in the First Half of the XIX century (on the Example of Irkutsk, Krasnoyarsk, Yeniseisk)». The article considers the source base of the study, its structure, the effectiveness of urban reforms, the impact of the reforms on the finance and management of cities in the region. The relevance of the reviewed monograph is shown.
