The increased interest in the history of local government is connected not only with the desire of historians to look more deeply into the past, but also with purely practical needs. Returning to the forgotten traditions of local government, it is important to take into account the historical experience that has been accumulated over the centuries. It is also necessary, taking into account modern realities, to take a fresh look at already known facts and events in order to overcome old myths and delusions and prevent the birth of new ones. The article attempts to show the role and place of the general police in the local government of pre-revolutionary Siberia and at the same time analyze the works of scientists affecting various aspects of the subject under study. The methodology includes the use of means and methods of local, systemic, problem-chronological, comparative historical methods, as well as the development of a “new imperial history”.
