“Preferably non-Russians’ Solidarity to be Broken…” (“Non-Russians Issue” in the Reports of the Military Governors of Transbaikal Area)

Abstract
The article analyzes the reports on the non-Russians issue by the Military Governors of Transbaikal area. They confirm that it was the Governors’ initiative to carry out unification and governance of the indigenous population of Transbaikal area aimed at maintenance of security at the border territory in the east of the Russian Empire Governors.
