The Management of Administrative Processes in the Post-reform Siberia: Siberian non-Russian Minority Members, Concepts and People

Abstract

The article discusses proposals for the unification of the management of the Russian peasant and non-Russian (titular) population of Siberia in the post-reform period. The connection between these proposals and the government’s intention to extend the 1861 peasant reform provisions to Siberia is emphasized. Based on clerical materials, the position of the provincial boards of all administrative regional entities is analyzed, the process of creating “model volosts (counties)” in Western Siberia is shown, the financial background of these proposals and the connection of the planned transformation with the 1889 law of the Zemsky heads in European Russia are emphasized. In government circles, there is an ever-increasing tendency for Aboriginal (titular) people to submit to the Russian law. However, there were few concrete proposals implemented. The autocracy believed that agrarian reform would precede administrative reforms.
