The article considers the main channels of communication between administration and society of the half part of 19th century. Designated levels and forms of communicative practices used by of governors-general of Eastern Siberia and Priamur region. The significance of scientific and educational institutions, newspapers, the meetings of “well-informed people” and another members regional society for dialogue between administration and intellectuals is shown in the article.
