Unknown Teusler: Head of the American Red Cross in Siberia and the Far East during the Civil War

Abstract

The main character of this publication is Rudolf Bolling Teusler, who led the Siberian Commission of the American Red Cross during the years of the civil war in Russia. The name of this person is not known even to those researchers who specifically deal with Russian-American relations or the civil war. Meanwhile, he played an important role in relations between the USA and Russia of this period. Through his biography, some mechanisms of the penetration of Americans into the eastern outskirts of Russia become clear. The author, based on foreign sources, demonstrates the reasons for the appearance of the American Red Cross, first in the Far East, and then in Siberia. The role of Teusler in organizing the Siberian Commission and the first events of this organization is noted. Through the prism of the biography of this man, the multifaceted activity of the American Red Cross is revealed: assistance to the troops of A.V. Kolchak, the Czechoslovak Corps and the American Expeditionary Force, assistance to the civilian population, assistance to prisoners of war, etc. Also revealed is the transformation of the views of Americans on Soviet Russia. The work contains a lot of factual material unknown for Russian historiography. In conclusion, the reasons and the course of the evacuation of the American Red Cross services from Russia are noted.
