The Reform of M. M. Speransky on the Administration of Siberia in 1822 as a Subject of Research of the Pre-Revolutionary Historiography

Abstract
The article considers the governance reform in Siberia in 1822 as a subject of research of pre-revolutionary historiography. Special attention is paid to the influence of the historical and cultural environment that contributed to the conceptualization in the works of pre-revolutionary scientists of the problem of incorporation of Siberian “non-russian” into the legal system of the Russian Empire. As a result, pre-revolutionary historiography not only outlined the framework of the research problem of the reform of M. M. Speransky in Siberia in 1822, but also expanded and deepened its understanding by including the problem in the context of the history of Siberia as part of the Russian Empire.
