Abstract
The article reveals the content of public discourse in the second half of the 19th – early 20th centuries in terms of the ideas of various layers of the Russian society about religious policy in the eastern outskirts of the Russian Empire. The positions of national-conservatives and liberals on the role of the state and the church in empire-building are revealed.
