Abstract
The author's great contribution to the study of the marginal policy of the Russian Empire is
noted, and his new approach to the study of this problem is evaluated. The high level of competence
of Professor L. M. Dameshek in the subject under consideration is emphasized, which makes it possible
to make a deep and comprehensive analysis of the topic stated in the title of the monograph.
