The Resettlement Policy of the Local Administration of the North-Western Territory in Relation to the Polish Rebels in 1863–1865s as an Instrument for Strengthening the State and Public Security of the Russian Empire

Abstract
One of the aspects of government policy in the North-Western Territory in relation to the Polish rebels in 1863–1865 is analyzed – resettlement policy in the internal provinces of the Russian Empire, which was an integral part of the measures of the tsarist government to ensure public security in the western outskirts of the state. These events were carried out as part of the tsarist government's solution of the “Polish question” with a characteristic evolution from a relatively liberal policy to an ultra-conservative one. It is noted that the change in the government course was influenced by the emergency conditions that had developed in the region by the beginning of the 1860s, which led first to riots, and then resulted in an armed uprising of 1863–1864. An important role in the formulation of the draft resettlement policy was played by the Governor-General of the North-Western Territory, Infantry General Mikhail Nikolaevich Muravyov. The work used documents from the funds of the State Archive of the Russian Federation, as well as a number of published materials. It was concluded that the resettlement policy towards the Polish rebels in emergency conditions of the armed uprising was justified and showed its effectiveness, but also showed its flaws in the medium term.
