Election Legislation and Composition of the Irkutsk City Duma 1917–1919

Abstract
The article compares the Rules on the conduct of elections of deputies from December 27, 1918 and the Provisional Rules from May 21, 1917, there is a narrowing of the circle of voters and a change in the election system – proportional in 1917 and majoritarian in 1919, their influence on the party composition of the deputies who worked in the Irkutsk City Duma in 1917 and 1919 is shown. If in 1917 the Social Democrats and Socialist Revolutionaries prevailed, then in 1919 the homeowners.
