Abstract
The article examines the policy of the great powers towards Iran in 1919-21. The author analyzes the attempts of British diplomacy to implement the 1919 agreement and the reasons for Moscow's support of the revolutionary project in Gilan. It is noted that the conclusion of an agreement with Tehran and the refusal to support the revolutionaries in Gilan became for Moscow a combination of state interests and new revolutionary tactics.
