“The Monument Should Be Erected in Irkutsk on Count Speransky Square, Formerly Known as Tikhvinskaya Square”

Abstract
This article explores the history of the installation of a monument to Count Mikhail Mikhailovich Speransky in Irkutsk in the late 19th century. The construction initiative was put forward by the Irkutsk City Duma in 1889, at the same time, collection of donations began, however, despite the support of the Siberian authorities and the availability of funds, the construction of the monument was never started. The authors find their explanation for this historical phenomenon.
