Correspondence between the Minister of Internal Affairs Pleve and the Irkutsk Governor-General Kutaisov as a Source on the History of Political Exile in Eastern Siberia at the beginning of the 20th Century. Part 1

Abstract
The article is based on an analysis of several documents from the GAIO funds belonging to the category of intra-departmental – the official report of the chief of gendarmes V.V. von Wahl, official letters and memos of the Minister of Internal Affairs of Russia V.K. von Pleve and the Irkutsk military governor-general P.I. Kutaisov. High-ranking officials discuss specific problems of organizing administrative exile for political affairs, consider measures to strengthen police supervision of those expelled to cities and remote settlements of Eastern Siberia in the late XIX – early XX centuries. At the same time, Kutaisov justifies the inconsistency of political exile as a whole, proposing to replace it with urgent imprisonment with compulsory physical labor.
