Unknown Decree of the Central Executive Committee and the Council of People's Commissars of the RSFSR of 1931 on Measures to Provide Housing for Soviet Employees of the East Siberian Territory

Abstract
The article presents previously unknown information about the decree of the All-Russian Central Executive Committee and the Council of People's Commissars of the RSFSR on measures to provide housing for Soviet employees of the East Siberian Territory (dated May 10, 1931). The housing crisis from 1920 until 1930 led to a decrease in the sanitary housing standard per person from 9 sq. m. to 6 sq. m. in Irkutsk. As a result, local councils and executive committees could municipalize 10% of the living space of houses (more than 60 sq. m.) from owners. Under the guise of taking measures to provide assistance to Soviet employees, an ideological campaign was launched. This campaign became an important moment in the Soviet government's encouragement of industrial and transport workers. They were freed from the threat of having part of their housing confiscated and strangers moving into it. The article introduces into scientific circulation and publishes a previously unknown draft resolution of the All-Russian Central Executive Committee and the Council of People's Commissars of the RSFSR on measures to provide housing for Soviet employees who arrive in Irkutsk and govern the East Siberian Territory. These appeals were found in the State Archives of the Russian Federation. The historical conditions of the events that took place at that time, against the background of which the controversial resolution was discussed and approved, are shown. The use of these sources in historiography is analyzed, examples of interpretations by researchers of the content of the housing policy of the USSR are given. The USSR’s Central Government discussed the proposed measures and spoke out against these measures. On the contrary, the Local Government initiated this low. The features of the text of the resolution and other documents collected in the archival file are noted. In this work, the appeals are published taking into account modern scientific standards of editorial archaeography.
