Liberalism in the Regional Senior Officials' Activity and the Development of Indigenous Self-Government in the Northeast of the Russian Empire

Abstract
The article highlights the liberalism of tsarist senior officials in administration in Siberia in the 1820s that influenced the development of the local self-government in the Russian Empire. The author considers by the example of Yakutia the role of the regional senior officials in the establishment of the Steppe Duma – a special form of indigenous self-government.
