Abstract
The article analyzes the process of adaptation of municipal regulations of 1870 and 1892 in the Irkutsk province. The review of main forms and rate of activity of the dwellers of Irkutsk province towns with municipal government is made. The author studies the dwellers’ attitude towards the municipal government during the transformation.
