Abstract

The article considers the formation and development of the German military and colonial bureaucracy, as well as its role in colonial economy and colonial government. Typological and personal «portraits», life and the mentality of colonial officers enable to reconstruct ways and means of solving the problem of the natives, and the development of the German settlement community in Africa and Oceania.
