Main Trends in Transformation of Public Authorities in Siberia during the Period of Social Cataclysm of 1917–1920

Abstract

The article deals with an unfinished process of transformation of local authorities (governors, Soviets, zemstvos, municipalities) that started after the fall of autocracy and lasted until the end of Civil war in the territory of Siberia. The author identifies three periods of transformation in the context of struggle for power: on the eve of 1917 (years of World War I) February, 1917 – summer of 1918 until early 1920 (White Siberia).
