Abstract
The article considers the issues of implementation of Speransky’s Regulations on the government of Non-Russians of 1822. The Regulations, implemented in the Buryat administrations, were manifestation of free-thinking of the native people of Eastern Siberia in the XIXth- the Early XXth.
