Historical Experience of Training of Professional Staff for Art and Cultural Sector in Regional Institute

Abstract

The article analyzes the historical experience of training of professional staff for art and cultural sector in the first regional university of culture. Based on the changes of the state policy in the higher education the development of East-Siberian State Institute of Culture (ESSIC) has been distinguished into several periods: 1960s – beginning 1990s; beginning 1990s – 2012; 2013 – to the present day. The article also examines the quantitative indicators characterizing the main directions of educational activity in the institute. The authors have shown development of the institute, reflected, not only in the structure and in quality of staff training, but also in frequent organizational changes in the institute (from the library institute – institute of culture – academy of culture and arts – to institute of culture). During the Soviet period ESSIC successfully has fulfilled the main task in training of library specialists and cultural and educational workers; beg. 1990s – beginning 2000s – Training has been carried out on a wide range of new specialists in accordance with the requests of consumers. In modern educational space the role of institute consists in providing of highly qualified personnel strictly on specialized directions of the training. Moreover, the article pays attention on actual problems in the activity of institute and definition of its role in socio-cultural space in the region not only as educational, but also as multifunctional scientific and art center.
