Siberian Managerial Combination N. N. Muravyev-Amursky and the Education of Transbaikal (Zabaikalye) and Yakut Regions

Abstract

The activities of N. N. Muravyev as a governor-general of East Siberia (1847–1861) are considered. There is a focus on transformational projects that were the next stage of development of the administrative system of the frontier (country's outskirts). After the detailed familiarization with the entrusted region, Muravyev submitted to the government various projects on transformations. As a result, in 18501851, a series of laws were issued relating to the administration and structure of the Eastern outskirts (provinces). The most important of them are the provisions on the Kamchatka region, Kyakhta town governorship, Yakutsk and Trans-Baikal regions. In 1856, at the suggestion of Muravyev, a new division of the Irkutsk province took place: instead of three districts, 5 were formed; The Amur Line was created (to link Transbaikalia with the Primorsk Territory belonging to Russia, including the lower reaches of the Amur). The development and implementation of projects and programs to consolidate the Far Eastern territories within Russia became an important part of the administrative activity of N. N. Muravyev. The task was to create the administrative system for them, which could, above all, more firmly link this remote region with Russia. The same goals were pursued by Muravyev's administrative measures in Irkutsk and Yenisei provinces, in the oblasts of Trans-Baikal and Yakutsk.
