From Recruitment to Compulsion and Coercion: Labor as a Political and Economic Resource of the Government Power in the Beginning of the 1930s

Abstract

The priorities of the Soviet state policy in the labor sphere sharply changed in early of 1930s. From «soft» instruments for regulating the labor market and migration flows, the government transferred to establishing maximum control over the usage of the country's labor potential. The practice of organized recruitment began to be combined with the direct use of non-economic mechanisms (forced labor of the special contingent).This symbiosis in the labor sphere is analyzed on the example of the coal industry of Kuzbass.
