State Civil Service in Siberia: Law and Practice (18th – Early 20th Centurу)

Abstract

The article examines the peculiarities of the formation and development of the state civil service in Siberia in the Russian Empire on the basis of normative acts and archives records. The authors emphasize the connection of this process with the change in the administrative structure of the region, the level of the incorporation of Siberia into Russia, the influence of the state regional policy on the process. The class stratification analysis of some groups of the Siberian bureaucracy, its educational level, and financial situation is given.
