The conclusion is drawn that application by the author of a comparting method helped to reveal visually features of an ethnic factor of government policy in relation to the Siberian outskirts, to show lighting it in periodicals of the studied period and to give a complete modern assessment of various forms of entry of indigenous people of Siberia into the system of the state unity of Russia at a boundary of the 19th – 20th centuries.
