Personnel Documentation on the Personnel of Local State Institutions in Eastern Siberia in the Late Pre-revolutionary and Early Soviet Periods

Abstract
We compared archival documents on the personnel of Local Government agencies in Eastern Siberia using the “qualitative content analysis”. The criteria of method for analyzing archival documents are “completeness of information”, “formalization”, “structuring of information”. We studied the content of reports, lists of the service of officials for the 1890s–1917 and Soviet employees for the 1921–1930s. We raised historical sources from funds of the State Archive of the Irkutsk Region (F. 32, 38), the State Archive of the Krasnoyarsk Territory (F. 141, 160, 595), the State Archive of the Novosibirsk Region (F. R-6 and R-47). The content analysis method allowed us to draw a conclusion about the high scientific significance of the presented documents. Summaries and speakers are necessary for studying the history of bureaucracy using the example of Eastern Siberia in the late pre-revolutionary and early Soviet periods.
