Abstract
The article examines the practice of using revolutionary terror in the defense of Tsaritsyn in 1918. The role of I.V. Stalin in the development of these practices is analyzed. The possibilities of various historical assessments of the "conspiracy of engineer N.P. Alekseev" and repression against the conspirators are revealed. The question is raised about the origins of the use of revolutionary violence during the Civil War and the possibility of this factor influencing the further development of the country. It is indicated that the historical social Soviet context made possible the formation and development of the institution of mass terror as a tool for the development of a young state. The terror regime was a significant social innovation, which is largely related to both the Civil War and the person of Stalin.
