Organization of Publicly Available Medical Care to the Population in the Provincial Centers of Eastern Siberia in the 19th – Early 20th Сentury

Abstract
This article highlights the organization of new forms of medical care, mainly aimed at the low-income population of Irkutsk and Krasnoyarsk. The authors provide a comparative analysis of the activities of night shifts of doctors and paramedics, substantiate the circumstances that led to the curtailment of these reforms and the resumption of activities again, highlight the features of the implementation of public initiatives. Based on statistical data, the effective activities of the Irkutsk bureau of night duty paramedics, the demand for publicly available and rational medical care by the urban population are summarized.
