In this article the author considers legal status of the governor general, governor, vice governor in structure of provincial administration in the Northeast of Russia (in the Siberian area). The author examines the relationship between officials of Siberia. With the advent of the governor, the structure of the Yakutia regional administration has changed. The management of the territory was characterized by a smaller number of institutions. The post of vice-governor appeared in 1883. Given the geographical position of the region, the governors displayed independence in some matters. Personal qualities of the officials who helped them in the management.
