The article deals with the analysis of “Institution of Irkutsk Governors: History, Contemporaneity, and Perspectives” conference, which was held in Irkutsk in the summer 2014. The author emphasizes the historians’, politologists’, and lawyers’ viewpoints on the role and influence of the institution of Governors on the development of Siberia in imperial period. A generalized portrait of a Governor of the XIXth-XXth centuries is given. Heavy emphasis is placed on political and legal issues of the formation of the Governors institution in Irkutsk region in post-soviet and contemporary Russia. The author reveals the activity of Yu. A. Nozhikov, the first Governor of Irkutsk region, as well as other Governors’ activities.
